Court Is For The Birds According To Allegations Against Ciavarella

A lawsuit filed against disgraced former judge Mark Ciavarella alleges he sentenced a juvenile, Raul Clark, to six months of detention based on the number of birds perched on a ledge at the Luzerne County Courthouse.
