AG Kathleen Kane gets money for Mobile Street Crime Strike Force means help for Hazleton



Recent news reports tell the tale of the escalating violent crimes occurring in Hazleton, PA. due to increased gang activity.  Shootings and stabbings gripped Hazleton as it tries to navigate the new population make-up.  Legal immigrants that moved to Hazleton to escape the New York style life full of gangs found the criminals followed them here. 

A defunct agency of the Department of Justice prepared the Eastern Pennsylvania Drug and Gang Threat Assessment in 2011. 

Dominican criminal groups in Hazleton have established new wholesale sources for cocaine that deliver multi-kilogram quantities of cocaine directly to Hazleton each month.  These new drug sources of supply enable Dominican traffickers in Hazleton to operate independently of New York City associates and sources and to maintain a consistent level of drug availability for greater expansion to new midlevel and retail customers.

 
During Pennsylvania budget negotiations Attorney General Kathleen Kane's requested $3 million dollars be included to fund a mobile street crime unit.  State Sen. John Yudichak, D-14, and state Rep. Tarah Toohil, R-116 announced yesterday that the  $2.5 million dollars in funding was secured.

For Hazleton residents and surrounding communities this news couldn't come at a more appropriate time.

The news was featured in this Standard Speaker.

The funding will allow the Attorney General's Office to implement a mobile street crime unit with the aim of disrupting and dismantling criminal gangs in Pennsylvania.

Kane has said she wants to deploy the unit first in Hazleton.

"This mobile street crime unit is important to send a message to gangs, criminals, and drug dealers - not here, not on our watch and not in Pennsylvania," Yudichak said. "This specialized unit will give the tools to law enforcement and to the Attorney General's Office to work with local police departments to effectively drive gangs out of our schools and out of our neighborhoods."

The AG Mobile Street Crime Strike Force - which was a top priority for Kane - will be an elite unit of highly trained, highly skilled law enforcement agents that will team up with the FBI, the state police and local police departments to end criminal gang operations across Pennsylvania.

"The gangs have been such a big issue in Northeastern Pennsylvania and in the city of Hazleton, this mobile street crime unit will allow the attorney general to come in and augment our police protection," Toohil said. "We really need the boots on the ground, and we really need them in Hazleton."

Hazleton police Chief Frank DeAndrea said he is thrilled that legislators were able to fund the mobile street crime unit.

AG. Kane is quickly establishing her priorities for Pennsylvania.  Chief DeAndrea called her move a "phenomenal out-of-the-box idea."

In an article written by Richard Stine, a 2007 student at Kutztown University, he wrote about the ordinances passed in Hazleton to address illegal immigration.  He made this observation in his senior projects paper. 


Barletta claimed that the influx of illegal immigrants has brought crime, drug trade and gangs to Hazleton which have overwhelmed police budgets. Police Chief Robert Ferdinand also makes the same claim. “What I've seen goes far beyond police reports. The crime that I've seen in Hazleton over the past year is just the tip of the iceberg. I'm very fearful of the trends.

Stine asked this question. 

Did Barletta propose these ordinances only to gain name recognition for a possible run for some higher office, or did he do it to honestly protect the citizens of Hazleton, as he boldly proclaimed he had the right to do?

Well, I believe Attorney General Kathleen Kane just answered Mr. Stine's question 6 years later.

What is Gene Stilp Hiding?


Gene Stilp, candidate for the 11th Congressional seat in Pennsylvania, is running of a record of requiring transparency in government.  The question for Mr. Stilp is does he talk the talk or walk the walk?

It appears as though he files by paper, delaying the public release of his reports – and disclosure of exactly who is financing his campaign – by as much as two weeks as the FEC scans and processes his snail-mail reports. Worse, it appears as though he refuses to provide this information when reporters  call to ask.

Mr. Stilp should answer the question since he squarely positioned himself as a crusader agasint government waste and corruption.

Some of his notable donations given his promise to be a crusader for the people is one from Emily Leader, attorney for the Pennsylvania School Boards Association, Mary Cassidy of Arnold & Porter which its many practices include representing pharmaceutical firm interests, Eugene Fleuish, no address listed, Douglas Phelps, no address listed, Carl Mayer, Mayer Law Group which among other specialties focuses on immigration issues, Holly Sebastian, Pennsylvania Department of Education, and a notable one for Pennsylvanians, John Passacantando of Our Next Economy LLC, an activist/envrionmenalist who is campaigns against the coal industry.

Will Gene Stilp Reject Kevin Blaum's Endorsement?


Kevin Blaum pens an opinion column for the Times Leader.  It is no secret that the editorial room of the Times Leader is  filled with some of the most liberal minds in the country.  Therefore it naturally follows that Republicans are not a welcome sight for their board.

Kevin Blaum opined in his latest column that voters should send Eugene Stilp to represent the 11th Congressional  District.  It is an almost unbelievable endorsement considering the issues Blaum addresses and his previous role on those very same topics.  Writing about Stilp he offers this perspective.

Best known for his work on a wide range of taxpayer concerns, Stilp is the proud owner of an oversized inflatable pink pig seemingly ubiquitous throughout central Pennsylvania.

Stilp's giant pink pig, coined Pignelope,  represents his perception of  government waste, fraud and corruption.  She comes in three sizes as well as a school bus painted pink which Stilp uses on his campaign trail traveling around the district.

One of the person's who exemplifies Stilp's cause against government waste is none other than Kevin Blaum.  Blaum was the architect of the  infamous"midnight pay raise of 2005" that Stilp successfully argued against before the Pennsylvania Supreme Court to stop.

Bill O"Boyle of The Weekender(Times Leader) filed this report on Stilp's effort.

“The giant inflatable pig became a symbol of greed and fraud in government and helped defeat many incumbent legislators in 2006 and 2008 who had voted for the midnight pay raise,” Stilp said. “The legislators were being hogs. They were giving pigs a bad name. The pig had to fight back.”

RocktheCapitol with a motto of "the price of apathy is to be ruled by evil men" published this paper on the "pay jackers" who benefitted monetarily from their actions at the expense of Pennsylvania taxpayers.

Blaum's role in this midnight pay raise was multifacted according to their publication.



Mr. Blaum voted for the pay raise, and as minority caucus secretary (the fourth highest-ranking party job) he was flown from Iowa to Harrisburg ($716) courtesy of Mr. DeWeese’s “leadership account” on November 7 to vote on the pay raise repeal.

Defended perks:

“A car is a tool,” said Rep. Kevin Blaum, (D-Wilkes-Barre), who billed the state for a leased Ford Explorer and collected an average of about$1,500 a month in per-diems. “Certainly, no one is becoming rich off these expenses.” (Shamrock Times, November 13, 2006)

In this report RocktheCapitol makes the point that Blaum was the recipient of a pension bump.

So the questions for Eugene Stilp comes down to this.  Mr. Stilp are you willing to acknowledge that Kevin Blaum was verifying you were right about the egregious acts against taxpayers?  Are you willing to reject Mr. Blaum's endorsement as a conflict of interest against the principles you claim to represent?  Or, is the showmanship on these issues just attention seeking manuevers to get you elected to some position in government?  We are still paying for the benefits Blaum gets as a result of his self ingratiating actions.

After all Gene this isn't your first trip to the rodeo.  Let's not forget your failed  attempt against Representative Sue Helm(R) in the 104th district. 

Stilp is starting to look like Steve Urban,  wanting to run for any office hoping he gets something.

Will Grace Cuozzo Finally Answer Sean Donahue's Questions?

Kelly Monitz of the Standard Speaker wrote this article today describing Sean Donahue's prolific career writing what was on his mind penning hundreds of emails and letters to the editor, writing on an Internet blog and newspaper forums, and calling into radio talk shows.

An interesting email exchange is found on the internet where Mr. Donahue chose to store his writings "in the cloud" after shutting down his blog, Blogginghazletoncity.blogspot.com.

In the Standard Speaker article Grace Cuozzo, disastrous candidate for Mayor of the City of Hazleton, makes the following representation of her interactions with Mr. Donahue.

Grace Cuozzo, a long-time government watchdog, communicated with Donahue while on the campaign trail in Hazleton last year, and still received his emails until his arrest Tuesday.
"I don't know why he sends them to me," she said.

She wonders why none of the recipients, including law enforcement, didn't reach out to help.

"He should have been put in a hospital for an exam," Cuozzo said. "There's no question there was a problem. I'm not a doctor, but it doesn't take a mind-trust to see there was a problem. I'm floored they didn't put him in the hospital.
"
I think he needs help, not jail," she said.

The real question is why did Cuozzo, who by her own words, converse with Mr. Donahue if she believed him to have psychological problems?  Why did she enlist him as a soldier in her fruitless campaign for Mayor?  Read the following exchange obtained by SOP.

Why didn't you send your below e-mail to others so that they know it was you who contacted me to find out what Lieb had sent me regarding her salary, made wild claims and then backed off them?
Why did you tell me that the executive order Lieb sent mew as a xerox of a document that Barletta only recently signed and that Deakos could verify the date of the original document having been signed?

Why then when I requested documents that would confirm plans to allow Deakos to examine the document, as you claimed needed to be done, did you back off of your claim?

Why didn't you share acknowledgment of your error with others? You are running for Mayer here. You can't be calling constituents hoping to rally support with outlandish claims and then back off those claims when someone pursues your claims in order to prove them right or wrong. You are in a political race her for a position that would allow you to make decisions that would affect my life. Your claims must now be proven to be either true or false. That must be done prior to election day and voters must know whether or not you were correct.

You called me several times, intentionally seeing me out hoping to conjure up the political spirits. Do you feel that you mistook my criticisms of government agencies as a constituency farm for yourself?

As Mr. Donahue's computer, hard drives, and portable drives are examined by law enforcement much more information may arise outlining how many politicians were trying to exploit Mr. Donahue's instability for their personal agenda.  Was there a premeditated effort to politically charge Mr. Donahue into explosive anger?

Barletta/Yudichak Forum On Gangs


U.S. Rep. Lou Barletta and state Sen. John Yudichak held their third information session to address the growing problem of gang-related crime and violence in the region at Luzerne Community College yesterday. Veteran reporter Steve Mocarsky covered the meeting in this report.

Barletta called the session, held at Luzerne County Community College, “the most important part of the five” because “community involvement is really what we believe will drive this initiative. … As a community we have a responsibility of doing our part.”

“If we do nothing, we will see more and more gang activity creep into our neighborhoods,” Barletta, R-Hazleton, said.

The first session at Penn State Hazleton in June focused on educating the community about gangs, how they work and how to recognize them. The second, at King’s College in February, focused on what schools can and should do to prevent students from succumbing to gang recruitment efforts.
Yudichak said that since then, much has already happened.

No gang-specific law
Yudichak said Pennsylvania is one of only a handful of states that has no gang-specific law on the books, but he and colleagues in the state House and Senate are working to change that.

Gang expert Darrell Dones, a supervisory special agent with the FBI Academy in Quantico, Va., who helped Barletta and Yudichak launch the initiative, said he’s impressed with the interest and community involvement he’s seen here thus far.

This efffort relies on community involvement. The public can attned the nest Gang Awareness Information Session by Operation Gang Up on Sept. 23 at Hazleton Area High School. The focus will be law enforcement awareness.

Supreme Court Not Impressed With Obama Team On Immigration


Supreme Court casts doubt on Obama’s immigration law claim

Supreme Court justices took a dim view of the Obama administration’s claim that it can stop Arizona from enforcing immigration laws, telling government lawyers during oral argument Wednesday that the state appears to want to push federal officials, not conflict with them.

The court was hearing arguments on Arizona’s immigration crackdown law, which requires police to check the immigration status of those they suspect are in the country illegally, and would also write new state penalties for illegal immigrants who try to apply for jobs.

Solicitor General Donald B. Verrilli Jr. said the federal government has limited resources and should have the right to determine the extent of calls it gets about possible illegal immigrants.

“These decisions have to be made at the national level,” he said.

But even Democratic-appointed justices were uncertain of that.

“I’m terribly confused by your answer,” said Justice Sonia Sotomayor, who went on to say that the federal government can always decline to pick up illegal immigrants when Arizona officials call.

But the 53 Democratic Senators want to overrule the Supreme Court with new legislation stripping the states of their apparent rights.  Can you imagine that 53 residents of the United States have the audacity to tell over 308 million what to accept?

Vinsko Never Was A Real Contender



Last year my friend Gort reported on an email he received from Bill Vinsko's camp regarding his campaign fundraising efforts for the third quarter.  Even the D-triple C (DCCC) weighed in on the results, giggling with glee.   The headline read "DCCC, media tout Bill Vinsko among nation’s top challengers".  How another quarter can make a difference.

3 local incumbent congressmen in fine fiscal shape entering campaign

Incumbents in the 10th, 11th and 17th U.S. congressional districts have plenty of cash on hand to mount re-election bids entering this year, according to Federal Election Commission filings. Tuesday was the deadline for year-end reports to be sent to the commission.
The campaign for freshman U.S. Rep. Lou Barletta, R-Hazleton, reported $269,498 in the bank at year’s end. His campaign raised $146,978 in the fourth quarter and spent $101,803. The campaign also reported an outstanding debt of $85,102. Of that, $72,500 was in personal loans Barletta made to his campaign.

“Rep. Barletta’s campaign posted another successful fundraising quarter,” said campaign manager Lance Stange Jr. “Lou’s grassroots organization and financial support will allow him to start 2012 in a very strong position.”Of the two Democrats looking to unseat Barletta in the 11th District, only one had a functioning campaign last year and was required to file an end-of-year report showing campaign finances.

Wilkes-Barre attorney William Vinsko, who lives in the 17th District but is seeking the 11th District office, reported raising $20,574 and spending $34,580 so far. He started the year with $52,786 on hand.Vinsko said the first few months of fundraising have been successful but added that it “will really get into gear this quarter.”

Valenti pens these comments.  For those of you who think that a union just doles out $10,000 checks because they can, think again.
Unions are well organized and have a huge organization from the bottom to the top. You can book it that this particular union took a poll in Barletta’s new district and sees that Vinsko is within striking distance.

Considering this, it’ll be full steam ahead for Team Vinsko.

On January 23rd the DCCC issued their Top 36 Red to Blue races in the country, not their top 10 but their top 36. 

The Democratic Congressional Campaign Committee’s 36 Red to Blue races announced last week have already made quite a splash.

Guess who isn't on the list for targeting....drumroll.... Lou Barletta.  And guess who isn't getting DCCC backing...drumroll...Bill Vinsko.

Getting onto Vinsko's federal campaign filings one needs to look at his campaign expdenditures.

No wonder he makes a great Democratic candidate.  He knows how to spend the money foolishly.  Someone should tell him he needs to bring at least $1 million dollars to the "race" party or stay home.

Oh..one more thing...Can somebody help Vinsko explain to the FEC why he needs those darn consultants.

BTW lets get back to Joe Valenti over at Pittston Politics.  Back in July Valenti opined in this blog post that this is the way Vinsko will make it to Washington.

There is one machine, however, that is still in place which is well oiled and runs like clock work - the District Justice network.

Just take a look at the last two county judicial races. Bill Amesbury and Freddy Pierantoni won double nominations and both were top vote getters.

The one common denominator, both were a District Justice.

So, you’re probably asking yourself what the heck does this have to do with Bill Vinsko’s run for congress?

A lot!

You see, Bill Amesbury was in Vinsko’s law office from 2003 until he won a spot on the bench. And, I’m sure Vinsko was quite supportive of Amesbury’s run for judge.
Now it’s time to return the favor.
So while you’ll see Lou Barletta spend millions to retain his seat or Paul Kanjorksi dip into his war chest to regain his seat, Bill Vinsko’s secret weapon is the District Justices which span far and wide touching every square mile through out the district – something money can’t buy.
That is a off the path assessment about how Vinsko will win this race because obviously it won't be with money.

Rep. Barletta, colleagues unveil five-year, $260B transportation bill that will put Americans back to work


WASHINGTON – U.S. Rep. Lou Barletta, PA-11, joined his colleagues on the House Committee on Transportation and Infrastructure to unveil a $260 billion, five-year reauthorization and reform of transportation programs that will create jobs and rebuild infrastructure in the district and the nation.

The American Energy & Infrastructure Jobs Act (H.R. 7) will be the largest transportation reform bill since the Interstate Highway System was created in 1956.

This act will reform and streamline transportation programs, cut red tape in the project approval process, increase states’ flexibility to fund their most critical needs, and encourage private sector participation in financing and building projects.

“Workers in the 11th District and around the nation are in desperate need of work, and our infrastructure is in desperate need of updating. The American Energy & Infrastructure Jobs Act is a $260 billion, five-year plan that will give construction companies stability so they can hire more employees and buy more equipment. It gives more power to the states so they can set their own transportation project priorities. It will consolidate or eliminate 70 duplicative programs, streamlining the project approval process and reducing wasteful overspending. Basically, this bill will create jobs, fix our infrastructure, let states and not Washington pick their transportation projects, and make American taxpayer dollars go farther. It’s much needed, and I’m proud to be a member of the committee that created it,” Rep. Barletta said.

Since the last surface transportation law was signed into law on August 10, 2005 – 2,366 days ago – Congress has approved eight short-term extensions.

“Short-term extensions only create more uncertainty among job creators, so putting a five-year plan in place will provide long-term program reform and stability for job creators and states to rebuild our highways and bridges,” Rep. Barletta said. “In years past, Washington bureaucrats told states how to spend their transportation money. I believe the states know what projects need to be completed, so this reauthorization puts the decision-making power back in their hands.”

The American Energy & Infrastructure Jobs Act streamlines and condenses the project review process by allowing federal agencies to review transportation projects at the same time, setting hard deadlines for federal agencies to approve projects, and granting more decision-making authority to states. Bureaucratic reviews often bog down infrastructure projects; for example, a project in California proposed to widen a dangerous roadway by no more than two feet, construct 2,000 feet of new guardrail, replace two culvert pipes, and resurface the road. It took more than seven years just to complete the environmental reviews and permit approvals – during which time there were additional serious accidents on that road.

“As a businessman who worked in the road construction business, I can tell you that there are huge hurdles to leap when you want to fix or improve our infrastructure. The American Energy & Infrastructure Jobs Act will help make our roads and bridges safer, put people back to work, and maintain fiscal responsibility,” Rep. Barletta said.

Gene Stilp To Seek Democratic Nomination in the 11th




Political activist Gene Stilp held a press conference today to announce his intention to seek the Democratic nomination in a run against Congressman Lou Barletta. Here's a link to the Pennlive.com article.

Stilp, who has gained notoriety in Pennsylvania for his battles against utillities, legislative pay raises, is announcing his intent to get into the race against Republican U.S. Rep. Lou Barletta in a Capitol news conference.

The recent redrawing of congressional boundaries extended Barletta's district into much of Dauphin and Cumberland counties as well as souteastern Perry County.

Obama's Claim On Jobs A Myth


Obama plan would make small dent in jobless rate

Even if Congress heeds President Barack Obama's demands to "pass this bill right away" and enacts his jobs and tax plan in its entirety, the unemployment rate probably still would hover in nosebleed territory for at least three more years.

Why? Because the 1.9 million new jobs the White House says the bill would produce in 2012 falls short of what it's needed to put the economy back on track to return to pre-recession jobless levels of under 6 percent, from today's rate of 9.1 percent.

That's how deep the jobs hole is. The persistent weakness of the U.S. economy has left 14 million people unemployed and more than 25 million unable to find full-time work.

Tom Carnahan is at the helm of Wind Capital Group, an investment firm that received a $107 million federal tax credit to develop a wind power facility in his home state of Missouri. In October, he’s scheduled to host a $25,000-per-person fundraiser to aid Obama’s reelection effort.

“At a time when Barack Obama is under fire for steering hundreds of millions of dollars in stimulus funds to a failed company linked to a major campaign donor, it is stunning that he would come to Missouri and raise money with another recipient of stimulus cash,” Smith said in a statement to POLITICO. “Sadly, Missourians have come to expect this kind of pay-to-play from the Obama administration. Democrats Block Disaster Aid Bill


Just last April Democrats were excoriating House Republicans asserting they were holding government hostage during the contrived government shutdown debacle. In a tit-for-tat move the Senate Democrats are now the "stonewallers" on keeping the government going by failing to pass the stopgap CR(continuing resolution).

In this latest saga the government is holding disaster relief hostage. Up and down the Wyoming Valley political pundits took jabs at Congressmen Lou Barletta and Tom Marino during the first showdown. The Democrats are holding out for funding what they call an "Energy Department Loan Program".  Well twist my britches in a knot and send me over the edge.  The White House embarassment over the  Solyndra bankruptcy announcement after backing it with loans(Obama administration agreed to Solyndra loan days after insiders foresaw firm's failure) this past week and charges it inflated the claim of green jobs (Fly a plane or drive a bus? Then Obama says you've a GREEN job: White House accused of massaging eco-employment figures) shows genuine chutzpah to make this issue a stumbling block to disaster aid.

Administration Defends Half Billion Dollar Loan to Bankrupt ‘Clean Energy’ Firm

Obama administration officials told U.S. lawmakers Wednesday that a contributor to the president’s 2008 campaign played no role in pushing the $535 billion federal loan to the bankrupt solar panel firm Solyndra, Inc., raided by the FBI last week.

However, one Energy Department official did not answer directly when asked whether he had direct communications with the White House over the loan provided through stimulus money.

Emails obtained by the House Energy and Commerce Committee appear to show that Office of Management and Budget (OMB) and Department of Energy (DOE) employees had expressed concerns that the process was being rushed – even as President Obama, Vice President Joe Biden and Energy Secretary Steven Chu were touting the California-based “clean energy” company as the wave of the future.

The Administration was warned back in 2009 about Solyndra but they threw caution to the wind with taxpayer money.

There's an even bigger problem that has been put on the back burner.  Our government has not passed a budget in 900 days making these CR's a necessary evil.

Is it any wonder why this nation is so colossally screwed?  Right now party leaders on both sides of the aisle are using this nation as a pawn in their political brinksmanship.

The amount of disaster aid needed to re-fund FEMA is a drop in the federal budget bucket at $ 7 billion when we are racking up multi trillion dollar deficits.  Everyone in Washington knows that FEMA is going to get its money so get on with it. 

Did anyone tell the leaders that 1 in 4 children in Northeastern Pennsylvania live in poverty? 

One in every four children in the Scranton/Wilkes-Barre/Hazleton metropolitan area lived in poverty in 2010, a dramatic increase over the previous year that came even as median household income in the region edged up slightly, new U.S. Census Bureau estimates indicated Thursday.

The jump was accompanied by a rise in the number of regional households that received food stamps, according to the American Community Survey, a census sampling of counties with population of at least 65,000.

"We are really talking about a huge portion of residents in Northeastern Pennsylvania who have trouble putting food on the table," said Teri Ooms, director of the Institute for Public Policy and Economic Development, a Wilkes-Barre-based think tank.

Families have lost everything, children are living in poverty, and Washington is quamired.  They got molasses in their britches in a time when this nation needs action and compromise.  The Democrats know they can't keep spending and the Republicans know that the government still has responsibilities.  In that statemen

Third Circuit Court Of Appeals Vacates Own Order Against City of Hazleton

On September 10, 2010 it was reported that the Third Circuit Court of Appeals ruled against the City of Hazleton concerning its local ordinances dealing with the effects of illegal aliens within its borders. This year the Supreme Court vacated the decision of the Third Circuit in June and remanded the case back to them for further review.

Today sources tell SOP that the Third Circuit Court of Appeals vacated its own decision from last September meaning the City of Hazleton no longer has a decision against it from that court.

This development is significant for the City of Hazleton, Congressman Lou Barletta, Mayor Joseph Yannuzzi, and Councilwoman Evelyn Graham who spearheaded the ordinances in 2006.

Immigration Bill Cracks Down On “Sanctuary” Cities; Barletta Forms New Anti-Immigration Caucus

A freshman U.S. congressman, who in 2006 made headlines when he signed a law that cracked down on undocumented immigrants as the mayor of a Pennsylvania town, is now focusing his first legislative effort on stripping all federal funding to “sanctuary” cities that fail to enforce federal immigration laws.

Republican Rep. Lou Barletta said he expects to formally introduce the bill within a few weeks. The bill will attempt to “crack down on cities whose elected officials have willfully chosen not to enforce immigration policy by withholding all federal funding from them as long as their sanctuary policies are in place,” he said, during a press conference.

The legislation, called the “Mobilizing Against Sanctuary Cities Act,” would target more than 100 cities, where Barletta believes federal immigration policy is not being enforced. If the legislation is adopted cities could face losing all federal funding.

“Local officials who choose not to enforce immigration laws are aiding illegal immigrants,” Barletta said. “My bill makes sure that sanctuary cities no longer get federal money as long as federal officials ignore federal law.”

Legislative Clout


Earmarks continue to be a never ending dual edged sword. In Northeastern Pennsylvania we've come to expect our fair share of state and federal tax dollars for projects that are vital. However, when it is not our municipality named as beneficiary we tend to say earmarks should be stopped "for the other guy". In this article by BORYS KRAWCZENIUK of the Times-Tribune he examines the possible loss to our region of the legislative clout traditionally attributed to the money flow in their districts.

In the legislative halls of Harrisburg and Washington, seniority matters.

Seniority means clout, and come January, Northeast Pennsylvania will lose a lot of both.

Six long-serving legislators, people who have served in the state General Assembly and Congress for decades, will leave office for good, defeated in re-election bids or simply retiring

State Rep. Phyllis Mundy, D-120, Kingston, one of the re-elected veteran legislators who will begin her third decade in office, said "bringing home the bacon" will be a lot harder.

"Seniority matters in Harrisburg as it does in Washington. It just does," Ms. Mundy said.

Seniority is more than being able to get things done more quickly because of your stature, she said.

"It's institutional knowledge. It's knowing who to call and where to go," she said.


Mundy is somewhat right and wrong in her assessment. Going forward Pennsylvania is looking at a $5 billion budget deficit. Where is the money going to come from to pay for the "pet projects"? She might argue that her seniority means she will be able to wield a little clout but does that really?

Freshman representatives and congressmen are going to be at the same trough as Phyllis Mundy. First and foremost they are already looking at re-election. Parties who want to hold onto specific seats will make sure these freshmen get their "share" to protect the seat although the total amount of money available to each agency will be reduced.

To counter KRAWCZENIUK's point let's examine the amount of money brought in by Chris Carney in the last three years vs. Paul Kanjorski. As you know Carney was elected three years ago to the 10th district seat. Kanjorski was elected in 1984. He ended his career in a loss to Lou Barletta on November 2nd.

If you go here and check the earmarks for all 19 Pennsylvania Congressmen some interesting statistics emerge.

For 2008, 2009, and 2010 Carney brought in $32,096,000 worth of solo earmarks to $10,174,000 for Kanjorski. If you look at solo earmarks with others for the three years combined Carney beat Kanjorski $69,421,000 to $53,682,000. Some seniority edge.

If you take the entire Pennsylvania delegation(including changes in who occupies the seat) and rank them according to money brought in on solo earmarks Kanjorski is almost at the bottom of the barrel 2008- 16 out of 19 bringing in $2,955,000, 2009- 16 out of 19 but two Congressmen, Altmire and Platts took none so really 16 out of 17 bringing in $3,119,00, and 2010 14 out of 19 with Pitts credited with nothing so 14 out of 18 bringing in $4,100,000.

So what were we really getting? Think about it. Cornerstone Technologies secured $10 million just slightly less than three years worth of district credit. When you add the $400 million loan guarantee for Abound Solar tell me his tenure wasn't more about his family and himself than his district.
